I know i repeat myself. I have no idea how Marc Andreessen has the time such long insightful posts on VCs and Startup (and other stuff). But he's part 3 dedicated to how get the attention of VC when you don't know any of them is right on the spot.
If i may add a suggestion to Marc's extensive list: write a good blog or in a good blog. Personally this is how i got spotted and joined my current position from nowhere being still Ole Hadach (recent immigrant) in Israel. I am sure this could also help entrepreneurs getting my attention and other vc's attention
Like i already said in the past don't do a Resume do a Blog or a Mashup

it is hard to think VCs need firt to hear from their network before looking at a new investment opportunity..
don't you think they have got the skill to find any investment opportunity by themselves just discovering a good product or service that no one has already talked about yet.

it is not a question of skill but a question of timing and noise. when you receive 20 business plans a week + work with 5/10 portfolio company you need some quality signal that helps you find your way
