No doubt that user experience is what makes the difference in consumer apps. If you crack a successful user experience, flashy desing is really inferior - something that not all web 2.0 companies put attention to.
(however, as this book shows, understanding UI is almost a science actually - a pro skill).

about Israel and how cultural habits affect s UI designs - yes, many "israeli" (hebrew) sites are really poor. However, quite many Israeli based web companies have managed to master UI - something which I tend to connect partially with the very distinguished Israeli traits of impatience and "I want it here and now". What we call "Tachles" (תכלס). People with this kind of mindset, probably try to shape the UI according to these needs.

As a contrast, in England, for example, where subtlety and softness are key factors in daily communication, the UI can sometimes be very vague and unclear (I've experienced that in many sites). This isn't to say that the Brits don't have great UI designers - just to raise a thought about the cultural aspects behind UI designing.
