About Israeli VCs : is it true?

I hear so often that VCs in Israel do not understand web2.0. Is is true? I even read that

I don t know well enough my peers to confirm that, actually i tend to meet quite savvy VCs in Israel that understand this “new wave”. But again i don’t know this environment well enough. And to be honest i am not sure to really understand myself the expression web2.0
